Caught between a rock and a hard place, the Liberty County District Clerk’s
Office must now accept only electronically filed documents in civil cases,
pursuant to orders from the Texas Supreme Court, but must also maintain
paper copies of those same documents by order of the 75th and the 253rd
District Courts.

The upshot being that the deputy clerks must print out, at County expense,
every document e-filed by attorneys in civil cases.

As of July 1, by order of the Texas Supreme Court, attorneys filing civil
suit documents in Liberty County and all other counties of the same size
must file those documents by electronic means only. Neither the district
clerks nor the county clerks may accept paper documents from attorneys in
civil cases, excepting only the probate filing of an original will.

"The problems of our economy have occurred not as an outgrowth of
laissez-faire, unbridled competition.
They have occurred under the guidance of federal agencies, and under the
umbrella of federal regulations."
Senator Ted Kennedy, in defending trucking deregulation in 1978.
