Itıs not unusual for Records Managers to have responsibility for an
organizationıs forms (e.g., templates).  Forms management is one of the
topics addressed in standard RIM textbooks.  Iıd also suggest that
controlling document templates can certainly include establishing
numbering schemas. 

(I think we are also trying to tell you that resisting assignments from
your management can be career-limiting.)
