Document level retention of physical materials is only possible if the organization consists of just one employee or went out of business before 1876. There's one other exception, that is if the org is willing to spend all their revenue on document appraisal. None of these options are realistically viable for physical and would be a set up for failure. The sheer volume is reason enough. At document level, a good day would be clearing through 1-2 boxes. It is a fool's errand. The only way to appraise paper is at the series or group level. The larger you can aggregate the series the better.

We are currently reviewing our draft retention policy and have been asked to consider applying retention at the document level rather than at the matter type level.  If you are currently applying or have ever looked at applying retention at the document level, please share your thoughts as to why this did or did not work.  I see this as a very granular approach, that would require a level of detail that is difficult to apply/enforce in the paper environment without a significant commitment to controls, but possible in an electronic environment.  This would be completely dependent on users properly categorizing documents in the electronic environment.
