Earl,

I agree and the key part of the response is that you were "Empowered".  A lot of times that empowerment is assumed but can rapidly die without high level support. 
I've sat through so many presentations that say "Get Executive Support" and thought that because most worked in small to midsized companies it must be easier.  In large companies the ability to walk into executive level offices and have a conversation is really nonexistent and a long battle to politically raise the bar to the level to get that audience.  BUT IT IS CRITICAL!!!!!!   Be the pest and perseverance. It will  probably get you  dismissed many times before you  make them finally realize the value.  When they do finally get it and begin to understand and listen it is such a GREAT feeling.

That's a good question Steve, I'm not sure there is a consensus on the appropriate size of this kind of team.  As I said, we were top-heavy on IT and Legal membership, and probably should've had one from each area, which would've reduced our team size to 9.  On the other hand, I really appreciated the interest in having a team that large, and it made for interesting discussions and decisions (we were empowered).  Note also that we had--at one time, 3 VPs on the team as well.
