Have a VERY solid understanding of Information Technology and Information Systems Management (security, systems admin, data communications, etc.).  Be able to understand how these areas interrelate with RIM and be able to act upon that understanding.  Better have a good grasp on Privacy, Compliance/Legal and Risk Management concepts and their relationship to technology/RIM as well.

The solid understanding of technology is a MUST though and becomes more crucial with every passing hour/day/year.
