Been a while since I was in Bert's calsses but I seem to recall that
retention is driven by:
Legal values
Fiscal values
Administrative values
Historical values
Some nut named Schellengberg layed out the priciples back in '54. They
seem to have persisted over time.

Just add 'historical/sociological value' to 'legal' and 'administrative
use'
and I think you will have covered most of the bases.
