There is a TIFF class which allows for JPEG compression.  Does International
standard talk to specific TIFF class and settings?

In the end, with JPEG you will need to determine the compression (aka loss)
factor that you can live with.  TIFF keeps all the bits you got, and can
always be mapped to a lossy format for web or printing use.

A quick answer.  JPEG is not a recognized international standard for image
archiving.  TIFF is!
