In Oregon, the person who holds notorial powers maintains the record unless
the notary leaves and also leaves her notary book(s).  In my previous
capacity in Oregon we had notaries that left and left their records behind.
Notation in our schedule was "retaining notary public log books without
notary agreements should consult their attorney and/or the Secretary of
State, Corporation Division for retention instruction".  If we ended up with
them, they were kept for 7 years after commission expires, upon advice from
the Secretary of State, Corporate Division.  Hope this helps.
