Hi Laura,
 
Welcome to the board.
 
My points are:
 
Retention period - is it for active and semi-active, and what else do you have?
May be documents of some commissions and committees become archival and transferred to archives.
In this situation may be the question is that people think that documents are not available any more, or not easy available as they are during 10 years....
 
New time gives us a lot of opportunities
 
The first and old one is Microfilming,
the newest one is imaging and everything that comes with it(search, retrieval, use)
