Actually, with Exchange 2010, Microsoft appears to have taken the first steps down that path. I haven't seen it officially yet, but my understanding is that it is more tailored to personal archiving than a comprehensive solution capable of addressing more granular records management requirements. So I'm not sure how far they'd be inclined to do that.
