Probably had much more pressing issues to vote on, like what color to paint
the Village's trash cans in the spring.
This just makes good business sense. You open an e-mail, you read it. It
doesn't meet the Village criteria for a record (...email messages that do
not set policy, establish guidelines or procedures, certify a transaction,
or become a receipt...) and it has no other transitory business value, you
discard it.
Not sure what the need to vote is- if your policy is you retain records
based on a set criteria, regardless of whether it's written correspondence,
e-mail, voice mail, or a document and these messages DON'T meet that
criteria, they aren't records.
Sounds like they're voting on whether to comply with their policy or not (?)
