I note that you are writing from a .gov address, so I will assume you have a US government client.  You might want to look at NARA's guidance for some direction on implementing big bucket schedules http://www.archives.gov/records-mgmt/bulletins/2010/2010-03.html.  In response to what John wrote below, I agree, but this might also be mitigated to some extent if the agency has a well defined file plan or similar tool.  On the other hand since many organizations are using more search tools for (electronic) records the reliance on a well put together file plan may not be there.
