"In the engineering world as-built drawings have the most value, correct?"

A pipeline, valve, etc. may have been designed a certain way, but when it
was built changes may have been made to appropriately accommodate the "real
world" environment. The as-built captures those modifications and should
portray the segment "as it was built". Hopefully making it a verifiable,
accurate and complete document.
