Something  the article fails to mention ( and which greatly assists in understanding the pipeline health) is that in the pipeline world there are a number of processes that run smart pigs through the pipeline to detect welds, and pipe deterioration.  Not only do the pigs provide information of the health of the pipe (which can provide additional or up to date info), they also provide location data.   Location data needs to be entered into a GIS system so the pipe coordinates can be entered on the map.  Standardizing on the NAD coordinate year is also important and making sure that people either are using the same coordinates or convert can go a long way to ensuring that any excavation being done is done within the appropriate limits. it is not only the drawings, mtr's and weld record important,  but the overall testing and coordinate standardization that is necessary to ensure a secure energy infrastructure.
