IMLS National Leadership Planning Grant Project, 2015

Position Announcement - Principal Investigator



The Council of State Archivists (CoSA) seeks a Principal Investigator to implement a nine to eleven month (beginning January 1, 2015) Institute of Museum and Library Services (IMLS) National Leadership Planning grant project in the Advancing Digital Resources category.

The project's goal is to identify stakeholders and allied organization and to determine appropriate strategies and collaborative activities for engagement, working toward the ultimate goal of improving access to digital records and information in state and territorial government agencies and archives.  The Principal Investigator will be hired as a contractor and will receive total compensation of not more than $30,000.



The Principal Investigator will report to a Project Director (CoSA's Executive Director) and will facilitate the activities of a Project Team comprised of members of CoSA's State Electronic Records Initiative (SERI) and representatives from allied organizations with whom CoSA has established relationships, such as the National Association of State Chief Information Officers (NASCIO) and the National Association of Secretaries of State (NASS).



The Principal Investigator will work closely with the Project Director and the Project Team to:

*         identify stakeholders, allied organizations, and other groups potentially willing to partner with CoSA to enhance access to government digital records and information;

*         compile information about potential partners and their interests in improving access to government records and information;

*         analyze and assess outreach and engagement methods to organizations with an interest in increasing access to digital government records and information;

*         produce a white paper presenting the results of the external stakeholder research and analysis;

*         produce a business case and strategic plan for CoSA to collaborate and coordinate activities with external stakeholders, allied organizations, and other groups to increase access to digital government records and information;

*         plan and convene monthly Project Team meetings via web conference;

*         prepare a final grant project report for submission to the IMLS.



Required Qualifications

*         Bachelor's degree

*         Demonstrated ability to

o   design and perform qualitative research;

o   analyze and synthesize data from multiple sources to create new insight and meaning;

o   express ideas clearly, orally and in writing, to groups with varying expertise in the relevant subject matter;

o   work independently to accomplish complex, detail-oriented tasks to meet deadlines;

o   work with a diverse group of people in a team environment;

o   manage multiple priorities;

o   effectively use standard productivity software such MS Office (Word, Excel, PowerPoint).

Preferred Qualifications

*         Master's degree

*         Demonstrated knowledge of:

o   electronic records and information management methods and best practices;

o   digital information access methods and best practices;

o   archival methods and best practices;

o   digital preservation methods and best practices;

o   project management methods and best practices.
