There is no way you can make SharePoint 2013 out of the box into a ECM system with out filling the gaps, with either "writing the code" yourself or using 3rd party software.  There are significant gaps and level of complexity.  Don't even try by yourself, the Sharepoint application is still evolving.  You would be better advised to buy a lower cost ECM system such as Lazerfiche or Hyland to do this functionality.
No matter what you decide, your organization needs to get your arms around your electronic documents and emails.
