Išve always believed that a database cannot be a record because, by its
nature, its contents are variable, changing through time.  Records, at
least in traditional RIM practices, are fixed outputs.  (If they were not
fixed, how could you verify their accuracy?)  However, a database can have
characteristics of a record; IG rules need to be in force to ensure that
business decisions that are made based on the databasešs contents and
outputs are searchable, supportable and repeatable.
