In Russia many databases are records by law. All the rights and privileges are recoded nowadays in the databases and not in the traditional paper or digital paper-like records.

I remember the wisdom of the previous generation of great American records managers: If you use it in the course of your normal regular business activities, if you use it for decision-making and for recording the outcomes, then it’s your record :)
