New and powerful technologiesare changing the way we communicate, conduct business, and record our history.We are rapidly progressing beyond more than just a paper to electronictransition into a more visual, multimedia world of Facebook, Twitter, Instagram,and YouTube, to reach out to our customers, colleagues, customers, andcommunity. As a result, the Records and Information Management profession isexperiencing a major transformation from traditional records management to abroader paradigm of comprehensive governance of all organizational informationand content. The ARMA Metropolitan Maryland Chapter is embracing this new worldwith our program theme this year, “Managing the Winds of Change.” 

Carrying out this theme, weare exploring “Information Governance in a Brave New Digital World” inour 17th Annual Spring Seminar on April 22, 2015, at the Universities at ShadyGrove in Rockville MD.

Join us for a day ofpresentations, discussions and networking where we will explore the challengesof establishing comprehensive information governance over digital records,learn about issues surrounding ownership and access to information, and discusssolutions for analyzing and preserving record content.

LISA WELCHMAN




 
President of DigitalGovernance Solutions at ActiveStandards, author of “Managing Chaos: DigitalGovernance by Design” (Rosenfeld Media, February 2015)

In a 20-year career, LisaWelchman has paved the way in the discipline of digital governance, helpingorganizations stabilize their complex, multi-stakeholder digital operations.Lisa’s focus centers on understanding and interpreting how the advent andprolific growth of digital impacts organizations, as well as the maturation ofdigital as a distinct vocational discipline in the enterprise.

Currently President ofDigital Governance Solutions at ActiveStandards, Lisa began her career indigital in Silicon Valley in 1995 coding Web pages for Netscape, and was aprogram manager for Web publishing at Cisco Systems before establishingWelchmanPierpoint – a consultancy focused on large website management – in 1999.At WelchmanPierpoint, Lisa conducted early governance projects and establishedthe first structured methodology for assessing digital governance maturity forclients including governmental agencies, NGOs, higher education institutionsand large multi-national businesses. WelchmanPierpoint was acquired byActiveStandards in 2014. Lisa speaks globally on issues related to digitalgovernance, the rise of the Information Age and the role of the informationworker. Her book, “Managing Chaos: Digital Governance by Design” (RosenfeldMedia) was released in February 2015.

KENNETH J. WITHERS




 
Ken is the Deputy ExecutiveDirector of The Sedona Conference, an Arizona-based nonprofit law and policythink tank which has been on the forefront of issues involving complexlitigation, intellectual property, and antitrust law. Since 1989, he haspublished several widely-distributed papers on electronic discovery, hosted apopular website on electronic discovery and electronic records managementissues, and given presentations at more than 300 conferences and workshops forlegal, records management, and industry audiences. His most recent publicationsare “Ephemeral Data and the Duty to Preserve Discoverable Electronically StoredInformation” in the University of Baltimore Law Review (2008); “Living Daily withWeekley Homes” in the Texas State Bar Advocate (Summer 2010); and “RiskAversion, Risk Management, and the Overpreservation Problem in ElectronicDiscovery” in the South Carolina Law Review (2013). From 1999 through 2005, hewas a Senior Education Attorney at the Federal Judicial Center in WashingtonD.C., where he developed Internet-based distance learning programs for thefederal judiciary concentrating on issues of technology and the administrationof justice. Ken also contributed to several well-known FJC publications,including the Manual for Complex Litigation, Fourth Edition (2004), EffectiveUse of Courtroom Technology (2001), and the Civil Litigation Management Manual(2001).

RONALD J. HEDGES




 
Ronald J. Hedges is theprincipal of Ronald J. Hedges LLC. He has extensive experience in e-discoveryand in the management of complex litigation and has served as a special master,arbitrator and mediator. He also consults on management and discovery ofelectronically stored information (“ESI”).

Mr. Hedges was a UnitedStates Magistrate Judge in the United States District Court for the District ofNew Jersey from 1986 to 2007. While a magistrate judge, he was the ComplianceJudge for the Court Mediation Program, a member of the Lawyers AdvisoryCommittee, and both a member of, and reporter for, the Civil Justice Reform ActAdvisory Committee. From 2001 to 2005 he was a member of the Advisory Group ofMagistrate Judges.

Mr. Hedges was an adjunctprofessor at Seton Hall University Law School, where he taught mediationskills. He was an adjunct professor at Georgetown University Law Center andremains an adjunct professor at Rutgers School of Law—Newark. He taught courseson electronic discovery and evidence at both these schools. He was a Fellow atthe Center for Information Technology of Princeton University for 2010-11 and2011-12. Mr. Hedges is also a member of the College of the State Bar of Texas.

Mr. Hedges is admitted to thebars of the District of Columbia, New Jersey, New York and Texas. He is alsoadmitted to the bars of various federal courts.

Among other professionalactivities, Mr. Hedges is a member of the American Law Institute, the AmericanBar Association and the Federal Bar Association. He is a member of theHistorical Society and the Lawyers Advisory Committee of the United StatesDistrict Court for the District of New Jersey. Mr. Hedges is a member of TheSedona Conference Judicial Advisory Board, The Sedona Conference Working Groupon Protective Orders, Confidentiality, and Public Access, and The SedonaConference Working Group on Best Practices for Electronic Document Retention& Production. He is also a member of the advisory board of the AdvancedE-Discovery Institute of Georgetown University Law Center.

JAMES WILLSON-QUAYLE




 
James Willson-Quayle is theDirector of Directives, Records Management, and Declassification at theDepartment of the Navy. In this capacity he leads one of the largest recordsand information dissemination programs in the country, if not the world. He has presented testimony before a congressionally-appointed committeeon Records Management processes in the U.S. Government and briefed agencysenior leaders on Records Management issues for their testimony on CapitolHill. He is frequently called upon to advise Federal agencies – as well asnumerous DoD agencies – on Records Management policies, procedures, and ITimplementation strategies. More recently, he represented the DoD at the NorthAtlantic Treaty Organization (NATO) headquarters in Brussels where he assistedin drafting NATO’s Records Management policy. He holds a Ph.D. in Governmentfrom The London School of Economics and Political Science.”   Prior to hisjob at the Department of the Navy, he worked for the Joint Chiefs of Staff, aswell as several other federal agencies, and prior to that he served as Directorof “Politics and Values” – an interdisciplinary honors-level program  inthe Department of Political Science at George Washington University.
