I must agree this is NOT a policy consistent with Records Management
guidelines in any way, shape or form.  It's completely arbitrary and is
likely to come back and bite them after implementation.  But it's not much
of a surprise, it was written by a State CIO whose role is likely more IT
related.

As discussed here many times in the past, e-mail is NOT A RECORD SERIES,
it's a means of conveyance of information.  Retention should be based on
the CONTENT, not the CONTAINER.

This isn't perfect, but it definitely goes a long way towards offering a
solution AND IT WAS WRITTEN (by another State) 12 YEARS AGO!!!!
