I doubt you'll find such - just as I doubt you'll find a safety regulation
about not sticking your finger in a workplace socket. To paraphrase Nimitz,
common sense is an uncommon virtue; if work/client can't figure out that
the lowest level of a structure is unsuitable for stuff that could be
ruined by flooding, um....
