If they are health related records, you could cite the HIPAA Security Rule 
which defines safeguards as "physical measures, policies, and procedures 
to protect a covered entity's electronic information systems and related 
building buildings and equipment from natural and environmental 
hazards..." Doesn't mention basements specifically, but you could argue 
that basements are where natural and environmental risks are increased.
Another area to mine for rules that may cover this - at least generally 
and again won't mention basements specifically - might be data protection 
laws in the jurisdiction where the records are being stored, if they 
address physical protection in any way.
