you can lead a horse to water but you can't make them drink.
Now that said you will get people's attention once it begins to hit their
pocket book. Look at the Denver pharmacy. Hit with a $125K fine. from the
article it doesn't sound like it was part of a chain, so that dollar amount
will hit them hard.
Audting for compliance is one tool that is available. If the business is a
part of a chain then it is up to the parent company to audit and make folks
are compliant. for an independent business it may require them to report
their compliance via an independent 3rd party auditor. or it could be some
entrepreneur opens a business that assesses a companies compliance with
these types of regulations
