As an =E2=80=9CIT guy,=E2=80=9D Clemins began to carry a laptop with him, a=
n unusual sight
in the 1993 Navy. It was an Apple PowerBook, probably a 160 with 4 MB of
memory and a 40 MB hard drive. It was one of the earliest flip top portable
computers and had a grayscale LCD screen. It weighed 6.8 pounds.

Subject: Researchers Open Repository for =?UTF-8?Q?=E2=80=98Dark_Data=E2=80=99?=

Researchers at the University of North Carolina at Chapel Hill are leading
an effort to create a one-stop shop for data sets that would otherwise be
lost to the public after the papers they were produced for are published.

The goal of the project, called DataBridge, is to expand the life cycle of
so-called dark data, said Arcot Rajasekar, the lead principal investigator
on the project and a professor in the School of Information and Library
Science at Chapel Hill. It will serve as an archive for data sets and
metadata, and will group them into clusters of information to make relevant
data easier to find.

The U.S. has a new ombudsman for the Freedom of Information Act. This week,
Archivist of the United States David Ferriero announced

James Holzer would be the new director of the Office of Government
Information Services at the U.S. National Archives, beginning on August 9.
Among other things, he'll be tasked with resolving disputes between people

to transparency will benefit OGIS, the National Archives, and the American

7/24/2015 - *ROBINS AIR FORCE BASE, Ga.* -- The Staging and Document
Destruction Warehouse, formerly housed in Bldg. 301, has room to grow at
its new location in Bldg. 988.

According to JoAnn Rape, Knowledge & Operations Flight chief, it's also the
first National Archives and Records Administration-compliant warehouse in
Air Force Materiel Command.

The Eighth Circuit case *Lewy v. Remington Arms Co*., 836 F.2d 1104 (8th
Cir. 1988), provides a framework for trial courts deciding whether to give
an adverse inference instruction about documents destroyed under a
company=E2=80=99s records retention policy:

   - Is the records retention policy reasonable considering the facts and
   circumstances surrounding the documents at issue?
   - Was the records retention policy instituted in bad faith?
   - Despite the reasonableness and good-faith nature of the policy, should
   the documents nevertheless have been kept under the particular
   circumstances, such as due to a preservation duty arising from specific
   impending litigation?
