Former first lady Cylvia Hayes must let a judge review her personal emails
to determine which concern the public's business and must be disclosed.

On Wednesday Marion County Circuit Judge Tracy Prall rejected Hayes' claim
 that she wasn't a public official and therefore not subject to the Oregon
Public Records Law. The judge also rejected Hayes' argument that Prall
lacked jurisdiction.
