So who is going to manage the process and be the ringleader?
I suspect it will fall under the Records Manager because (1) he or
she knows more about the data and records than anyone else in the
organization and (2) most organizations are reluctant to hire a
position which for all practical purposes doesn't directly affect the
bottom line. I know if I tried to justify an IG position within my
current employer my management team would shoot it down within a few
seconds.
