Actually there is a push going on to create the Chief Information
Governance Officer position.

that said IG is much more than just data and records although records and
data are key part. Each discipline (Legal, Privacy, Security, IT, RM) all
bring their unique perspective to the table in an effort to create an
overall IG strategy for the organization. Once that strategy is defined it
is up to the various disciplines to implement the strategy via various
tactical efforts.
