under the original Paperwork Reduction Act, the Office of Management and
Budget was tasked with reviewing all federal agency retention requirements.
OMB required that the agencies provide a variety of information justifying
why records, such as reports, be retained for longer than 3 years. As a
result many agencies would just say maintain or retain in the regulation
with no stated time period. Donald Skupsky came up with the Three
