Hi Debi,

Pull out your contract, Statement of Work, and/or other documents that 
specify the services the vendor is to provide and how they are to provide 
them - services, methods, timeframes (SLA's), security, chain of custody, 
etc.. From those make your checklist of things to test.

Rating can be Compliant, Partially Compliant, and Non-Compliant. You 
should back up each with descriptions and remediation.
