Yes the devil is in the details and everything you mention. I am
somewhat suprised that that "willfully and wrongfully" falsify or
delete federal records isn't considered a punishable offense and needs
to be put into law. Many large firms like mine have a code of conduct
that spells this out very clearly. And we have seen examples where
individuals are fined and/or serving jail time for willfully altering
destroying records.
I know firing a government employee can be a challenge - I was both a
manager and an employee and understand the process all to well. Still
seems like it should be a given,
