I don't think the issue was about the use of flash drives.  I think it was about how the material was organized on the flash drives.  I didn't see anything in the article that stated or implied that flash drives would not be allowed.  You're right about the organization of the material.  Not only that - apparently they were dinged for not having documentation where they were required to.  I don't think they didn't submit it.  I think they never documented certain actions.

The creation of required records/data is as much a part of RIM as retention and disposition.  RIM in Theranos apparently did not exist in any way, shape or form.
