What constitutes due diligence in processing these before throwing up my hands in defeat and pitching them?  From a quick internet search, there seem to be software products that might do scans and convert files into readable formats.  I would be interested to hear from anyone who has dealt with this challenge and could share their process.  Thanks very much in advance!

I suggest your organization write and adopt an abandoned content policy, which would include as one of its categories content that cannot be read due to software obsolescence, hardware/media obsolescence, and media damage. The policy would set parameters and criteria for declaring content unreadable, and establish a process for approving destruction.
