Well, I'm sure you were expecting this, but "it depends" =) 

This needs to be better defined, broken into components, and it's critical to segregate information/content that APPEARS on the Internet/intranet from that which is created "on the fly" online, and doesn't exist elsewhere.

If information is generated elsewhere and simply 'portrayed' on the 'net, it's likely being retained and managed based on its informational value in other places.  

If, however, it's entered into forms/tables on the 'net, then harvested and used to populate databases, etc.... That's a different issue.  Someone needs to determine the value of that discrete information, assess the need for retention, and determine how to handle that.
