Both federal and state law (in most states) allow the destruction of the original after reformatting (microfilming, scanning, etc.).  The laws also state that the reformatted image of a destroyed original is to be accepted in lieu of the original (effectively making the image an "original" for legal purposes).  If you also keep the originals, they will be considered the "original" for legal purposes.  You will then have to keep them in an organized and indexed manner to quickly access them if they are required for legal purposes, thus negating some of the cost savings, space savings, and access time savings.
