While I don't have s copy of the CFR handy any longer and could quote chapter and verse from it a mere 18 months ago.... that provision exists.
Not one that says you can't do it, one that says **IF** you do it, those records are no different than any created on federal systems. If they're 'responsive' or 'related to Federal business/functions', they MUST be retained.
