We were asked a question that maybe somebody on the listserv can answer.  Its a legal issue.  Congress often requires paper copies of documents but alot of US federal agencies are going to electronic records.  Does anybody know of agencies who send Congress e-records and not paper records?  Did they have to get special permission of some sort, such as a bill going through Congress or did they just do it?
