Kelly,  You've gotten some good advice but I'd take it one step further.
You might create a presentation to give the partners, including how you
currently do things(current state), how in an ideal world you like to do
things(Future state)and then provide a GAP analysis of any parts of your
program you'd like to see improved.  These  GAP's could be
resources,staffing,outsorcing,etc..   You would include a cost analysis
and ROI in this presentation and then have them sign off on the level of
commitment they want to give to RIM.  If they sign off for any of the
program improvements you can then create an implementation plan and
timeline for the project/s.
