The best "solution" I can suggest is research and workflow analysis,
supported by a complete needs assessment, including hardware and storage to
manage and deliver large files that are required to be stored for long
periods of time and have sufficient privacy protection to comply with HIPAA
requirements (at minimum) including secure backups.
The imaging aspect is dependent on volume, schedule required for back file
conversion, source document quality, forms and formats and your ability to
possibly outsource some of the work to accomplish the conversion to
electronic format images. There will likely be a number of source documents
(film, sound recordings, images) that will need to continue to be managed in
their existing physical formats due to the complexity of converting them to
electronic formats and the cost associated with managing them over long
periods of time.
Don't fall into the trap of thinking of a COTS as a "solution"... it's only
a set of tools to assist you in achieving a solution. The real work is done
by the practitioners implementing the use of the tools.
