"Digital Preservation" is a hot topic at the moment. I found a great
tutorial on this by Cornell at
http://www.library.cornell.edu/iris/tutorial/dpm/terminology/preservatio
n.html
There are a lot of factors affecting long-term accessibility, including
hardware, physical format (e.g. 3.5" floppy), software format (pdf, MS
Word etc.) as well as the degradation/data loss mentioned by Graham.

Paper can always be read long term (well, almost always - the UK 1911
census returns have degraded somewhat) whereas you need specialists to
be able to read WordPerfect files from 5.25" floppy disks from 15 years
ago these days.

Don't forget data migration to new media. Remember that the media is
not as stable as the "marketers" try to tell you. There can be
substantial data loss after periods of time depending on the
"correctness" of storage.

Someone has already mentioned the renewal of software licenses and
maintenance agreements.
