I also, respectfully, wholeheartedly agree with Julie that you must always (said this many times) develop your requirements, processes, policies, standards and then obtain the system which best fits those needs.  One should never purchase a system and then develop, the above, around the system.  However, Bernard may have just been commenting on whether or not the system met certain organizational or records requirements such as version control and retention and disposition requirements?  If that was the case then investigating whether a system supplies the functionality you require is a prudent thing to do, before moving forward.  In any event, good advice for Laura!  Cheers.
