Gerard, I believe what you are describing is a tape backup strategy, not
a record keeping strategy. Retentions tend to be more complex than in
the scenario you describe. Here are three basic questions I often raise
with IT folks to determine the record keeping capabilities of a given
system:

- can retention be applied at a record series level;
- can records be maintained reliably throughout their life cycle; and
- can discrete records be accessed easily.

One can argue that the first and second points may be feasible, but I
have my doubts about the third. And of course electronic records keeping
is considerably more complex than the above three points imply -
however, I find these three issues often are where systems have the most
obvious issues.
