"Consignment" is the term I learned in 1976 when I started at the New
Mexico State Records Center.  Our State Records Administrator was a
Federal old-timer and he always claimed "accession" was a term for
disposition to an archive, while "consignment" was used for a group
placed in inactive storage.  The difference being - an archive "owns"
the records it accessions while a record center provides a storage (and
disposition) service for records "owned" by the agencies/businesses that
send them there.

Since I had a good and forceful mentor at the NMSRC&A, other uses and
definitions of these terms in RIM always confused me. Yes - you only
need 70% to pass each CRM exam. 8-)
