Kelly,

Are the minors involved employee's.  If so,  You might want/be able to 
grab a DOB from some type of employment records.  You might also be able 
to limit the 21 years to a smaller number if DOB isn't available by 
knowing the minimum age somebody can work at Safeway.

Absent of that or if the claims can come from non-employee minors you 
might need to bite the bullet and go with 21 years from claim and accept 
the risk.  You can also talk with legal and see what level of risk they 
might accept based on the volume, age average of past claims.

Trigger events can be a tricky situation if the processes you 
implement/follow and the metadata you collect don't mesh well with the 
retention period decided on.  We're working on some of the same problems 
being a government contractor.
