What you will need to do is look at the CFR sections that apply to the
BLS, search and see if any of those regulations use the word maintain,
retain, keep etc for the subject form.  If the form is associated with
those type of words then their is a retention requirement. If the
regulation does NOT EXPLICITLY state a retention period then you can
assume that the retention period is 3 years based upon 5 CFR1320.5

Now if you find no retention requirement for that specific form be
sure to check for any retention requirements related to reporting
statistical data to BLS, if there is, then look for the explicit
retention requirement for reporting statistical data. follow the same
as above

if after a thorough review of the BLS regulations you find no
retention requirement (and I wouldn't trust the verbal answer of the
BLS folks as being definitive) only then can you establish your
retention period. You may want to keep the form for 1 year after
reporting (this way you can see what your previous year was like while
compiling the current year's report) or just go ahead and keep for 3
years and cit 5 CFR 1320.5 as the basis for your decision
