This is the second of four new positions that the City of Sacramento has created to support the City's enterprise-wide EDCM initiative.  The candidate selected for this position will co-lead the EDCM initiative with the City Records Manager.  The EDCM team will be located in the Office of the City Clerk.

CURRENT POSITION 

The City of Sacramento is implementing an enterprise-wide electronic document/content management (EDCM) system to encompass e-forms, automated workflow, records management, content management, internal and external web-based access, large and small scale document imaging, document management, and collaborative process management. This system will integrate with other departmental and citywide City business applications to managing the documents and official records of the City to support the City’s strategic plans and business processes. 

The City is looking for a dynamic IT Supervisor to direct this project. This is an outstanding opportunity for an outgoing and analytical person to supervise senior staff, to provide leadership and oversight; and to promote, manage, and maintain a state of the art citywide system that will comply with business and regulatory requirement and enable appropriate access to active and historical records. 

Reporting to an IT Manager in the Information Technology Department and working with the City’s Records Manager, an external system implementer, and a small team of senior level professionals, the IT Supervisor will be responsible for the implementation of this system in two pilot departments. This will be followed by citywide rollout and public access to the City’s current and historical documents. 

The person in this position will liaise with departmental staff to provide technical leadership in: application architectural strategies; leveraging of system capabilities; development of change, upgrade, and enhancement plans; preparation of test and data conversion plans; data management and warehousing; and monitoring of overall system performance to ensure that customer needs are being met. Other responsibilities include: acting as a liaison with external vendors and other government agencies; development and implementation of technical policies, procedures and standards; evaluating vendor products; and preparing requests for proposals, contracts, cost-benefit analysis, user requirements studies, and project plans. 
THE IDEAL CANDIDATE 

The ideal candidate will be a problem-solving visionary with a strong large scale EDCM business system background, who has exceptional people skills, a positive attitude, and the desire to attain excellence as part of a team. Experience in the public sector would be an asset as would demonstrable experience in the following areas: 


Electronic content management software from a major vendor. 

Metadata schema implementation in a records/document management environment. 

Records management principles and best practices. 

Business process analysis leading to automated workflow development. 

The automation of records management, document management, and content management processes. 

Imaging hardware and software. 

System integration across multiple platforms. 

Oracle based systems. 

The automation of records management, document management, and content management processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  
Supervises, trains, and evaluates professional and technical subordinates; provides technical advice and assistance to staff; selects and supervises the work of contractors. 

Supervises the development of plans and estimates for systems development and major enhancements of the City’s information technology systems; supervises and participates in the preparation of special information technology studies and reports. 

Assists in the development and implementation of goals, objectives, policies, and priorities for an information technology unit; assists in the preparation and administration of unit budget; supervises and participates in the preparation of equipment acquisition and improvement programs and budgets. 

Establish program and production goals, priorities and major work schedules in accordance with established policies. 

Coordinate resolution of complex and technical problems and system changes that affect the work of the unit. 

Confers others regarding project priorities and progress; participates in planning, progress and design review meetings; provides technical assistance to resolve barriers to completion; negotiates contractor claims. 

Reviews and approves programming, systems development and systems enhancement plans, work orders, consultant and related bills and purchase orders; prepares and monitors consultant agreements, reviews new and proposed laws, regulations, codes, methods, materials and technique for application to projects; develops and implements procedures, standards and systems. 

Participates in committees and work groups; may lead or participate in planning or focus groups; may represent the department; prepares comprehensive technical and statistical reports; maintains a variety of records and technical data. 

Other related duties may also be performed; not all duties listed may necessarily be performed by each individual holding this classification.

 Skill In: 


Problem solving utilizing limited resources.

 THE SELECTION PROCEDURE:

2. Supplemental Questionnaire: (Pass/Fail) - In addition to the City of Sacramento employment application, all applicants must complete and submit responses to the supplemental questionnaire to the City of Sacramento Employment Office by final filing deadline (Friday, July 13, 2007 by 5:00 PM);

Responses to the supplemental questionnaire must be submitted online; a paper supplemental questionnaire will not be accepted.
Incomplete supplemental questionnaires will not pass the review process; omitted information cannot be considered or assumed. 
A resume will not substitute for the information required in the supplemental questionnaire.

3. Resume: (Pass/Fail) - In addition to the regular City of Sacramento employment application, applicants must submit online a detailed resume to the City of Sacramento Employment Office by the final filing deadline (Friday, July 13, 2007 by 5:00 PM);

4. Screening Committee/Interview Process: A screening committee will evaluate the employment application packet submitted by each candidate. Only those determined to be the most qualified candidates will be invited to participate in a comprehensive interview process. A recommendation of the top candidate(s) resulting from this interview process will be forwarded to the Chief Information Officer. The CIO will review the results, if necessary conduct additional interviews, and forward his recommendation to the City Manager's Office for final action.
