Laura:

Your records management policy must state that the records created in the
operation of the business are the property of the business and not of the
creator.  It should also state that these records are subject to the records
management policies and retention schedule of the organization.  Of course,
auditing this (depending on the number and location of the home based
employees) could be a bit of a problem.

After this, your retention schedule should state that the records are
located in the home based employees homes.
