Dept. of Labor; Wage and Hour Division (Chapter V):  29 CFR 516.6 (a)(1)
specifies a minimum (USA) federal regulatory requirement of 2 years. 
This is for the original source time cards/sheets; be they electronic or
paper. 

It may be that your organization does not list the regulatory citation
unless it is the longest, or driving, retention factor.

I checked our retention schedule which shows time records as 3 years
with
Administrative Decision as the only citation. <snip>
