Yeah tell them that Sarbanes-Oxley and the new FRCP rules require
folder-level indexing (tongue planted firmly in cheek)

Seriously as much as I would hate to use either of the above as
justification you can do it. SOX concerns internal controls. If an IT
dept says that SOX requires the implementation of computer passwords
that contain 6-9 characters,at least  one special, at least one
upper-case alpha, then RM can say SOX requires folder level indexing
(and I have seen an IT dept allege this SOX requirement).

 The same goes for the new  FRCP rules.  I've seen enough specious
stories over the past year talking about what the FRCP requires to
realize that most of the commentators don't know what they are talking
about.
