Hi, Barbara,
The practice here at American Honda Motor Co., Inc. is aligned with that of
Newport News Dept. of Public Utilities, as stated by Virginia Jones.  If a
document-level listing, or a file-level listing is important to the
department, they are free to maintain it and add the box locations that we
provide.

If, in the future we get an electronic records management system for
physical records that can handle document- or file-level information in the
quantities generated by the departments, I'm all for centralizing it and
getting the data about the locations and retentions of the documents or
files recorded sooner than when they become inactive, as is our present
practice.
