In Michigan, we have the Bullard-Plawecki Act, on right to know, Skupsky
LRBR Code: 120-0050-00, from which we have derived our practices. We
provide review of a person's own personnel file within 1-3 days of the
request. If copies are desired, that could take another 1-2 days.

FOIA is a federal agency requirement; applies only to them.
Nevertheless, personnel files are confidential and I would be surprised
if any organization would release much content from one.
